Either the history I learned was very wrong or the author has an idealized perception of doing "his best for his people" 😂
I guess you could argue that he did try some reforms and supported the American revolution/freedom out of hate for the British, but he's known as both the liberating king and the king of conservative behavior + indecisiveness for a reason. Dude tried to have his cake and eat it too. He wanted to give the people more power to reduce the power of the nobles that were blocking him, but it was mainly to increase his own power as the king (the aristocracy took a lot of it during his grandfather's reign as noted in the manga above). This is a very shortened version of what happened and misses a lot of detail, but I wouldn't say he did his best "for the people" at all and they were understandably angry at him.
